Pursuant to Article 19 of Law No. 1185 of 21 November 1967, Italian passports may be issued free of charge to ministers of religion and members of religious orders serving as missionaries, as well as to indigent applicants. In the first case, applicants must present, at the time of their appointment, a missionary mandate issued by the competent ecclesiastical authority. In the second case, applicants must demonstrate a condition of absolute financial need. The Consulate reserves the right to carry out appropriate verifications, including assessments based on family members (both abroad and in Italy) who are legally bound by financial support obligations pursuant to Articles 433–448 of the Italian Civil Code. We ask applicants to report these circumstances already at the time of booking their appointment.
